Resources for USGA Handicap Review Tool

The USGA launched updates to the USGA Handicap Review Tool that can be accessed via the USGA Admin Portal. For the Phase 3 updates, this includes new features like new data points like expanded "played to handicap" and quartile breakdown. Additionally there is a new notification option and the decision window has been reduced from 14 days to 10 days.
